The Cubs have certainly tried this offseason, faced with the departures of Aroldis Chapman, Dexter Fowler and David Ross. But have the additions of Wade Davis, Koji Uehara and Jon Jay turned the 2017 Cubs into a team better on paper than the 2016 Cubs?
